   Introduction
 
1.
Potential Observer & Staff Officers Course (POSOC) will be conducted by Institute of Peace Support Operations Training Sri Lanka (IPSOTSL) as per the instructions given by Directorate of Training. A good team of well motivated/devoted instructors with vast experience in UN assignments is looking forward to welcome you to IPSOTSL. Captains and Majors from Army will undergo this training as detailed by respective regiments & selected by D TRG with competitive examination systems.
   
2. POSOC requires a lot of attention and to ensure. Good course, Performance, your active participation during the lessons and your socializing with other students is highly expected. The course curriculum has been designed in such a fashion so that students can have a fair idea of a possible United Nations mission environment where he is likely to be deployed in future. Hopefully, POSOC will give you sufficient knowledge of what may be expected to excel in a Peace Support Operation and will prepare you with adequate tool to handle difficult and unexpected situations. IPSOTSL is committed to make a difference.

IPSOTSL is situated at Kukuleganga approximately 110 km from the city of Colombo, Sri Lanka adjacent to the Hydro Power Station with a beautiful panoramic range of mountains covered with natural forest and a water fall.

   Training Timings
 
4.
Working days in the institution are from Monday to Friday. Training period starts at 0800 hours and terminates at 1630 hours. For outdoor exercise or night training, separate timings will appear in the training program.
   
   Chain of Command
 
5.
All requests and reporting will be through the proper chain of comd. That is the senior most officer of the course. Nothing should be forwarded through other channels.
   
   Dress
 
6.
Students are required to bring following dresses:
   
(a) Working dress (No 6/6A).
(b) Uniform for out door ex (camouflage).
(c) Sports kit and necessary civil clothes.
(d) No 5 dress for Opening / Closing address.
 
   Accommodation
 
7.
Officers will be accommodated at IPSOTSL. All rooms are furniture with necessary items of furniture and beddings. No accommodation for student's family will be provided by the institution.
   
   IMessing
 
8.
Officers will dine in the offrs mess. Mess bill will be served on monthly basis. Officers are required to settle the mess bill by cash. No cheques will be accepted.
   
   Medical
 
9.
Government Hospital Baduraliya, will provide necessary medical support. However, students will be referred to Military Hospital, Colombo if necessary. All students are required to submit a medical fitness certificate on arrival at the centre.
   
   Bar
 
10.
Bar will be closed for the Student Officers through out the course.
   
   Leave/Weekend
 
11.
Leave will not be granted during training period except on extreme compassionate ground. However students may be granted permission to be away from the stn during weekends with permission if permitted by IPSOTSL authority depending on their course activities.
   
   Transport

Request for personnel use of transport is discouraged. However request for group administration requirements may be considered depending on the availability of transport.

i.

General: The role, task and whole matrix of peacekeeping are becoming multidimensional and there is a greater requirement for improved training standard for peacekeepers. Before embarking upon peacekeeping operations on ground, there is a need to conduct comprehensive training package for peacekeepers in achieving the required skills and standard to deal with multi dimensional problems. To meet this challenge Potential Observer and Staff Officers Course (POSOC) is conducted mainly for selected potential observers and staff officers for 2 1/2 weeks package. Mainly officers of Armed Forces are the students of this course.

   
ii.
Aim: To train the officers so as to enable them to perform the duties of United Nations Military Observer (UNMO) and UN staff officer in the UN field environment.
   
iii. Training Objectives: Upon completion of the course, all students mainly will:
 
(a)
Be familiar with UN in general, UN Organization, UN Charter, Universal Declaration of Human Rights and associated treaties and different peace partners.
(b)
Understand negotiation, liaison and mediation, media management, mine awareness and first aid, hygiene and sanitation.
(c)
Be able to execute/prepare investigation and verification, observation and monitoring, patrolling, other UN operations techniques and report and returns.
(d)
Acquire knowledge and skills on handling of Global Position System (GPS), computer, driving and communication as expected of an UNMO/UN staff officer.
(e)
Gather knowledge with sharing experiences and discussions on the critical lessons learned from various UN Peace Support Operations (PSO).
(f)
Be able to analyze different situations, cultural aspects, code of conduct and gender issues in mission area.
(g)
Understand the Geneva Convention and law of armed conflict.

Time Calculation: Fol terms and reference are considered to find out the number of period available for the training:
 
(a) Duration - 18 days
(b) No of working days - 14 days
(c) No of periods in a day - 09 periods
(d) No of periods available for trg - 126 periods

Conclusion: The tour of duty for UN mission is for one year. While performing duties in mission area a UNMOs/UN Staff Officers invariably encounter different situations specific to the area of deployment and would gather wide range of experiences. Since this training is designed to impart knowledge only on UN standard procedure. it is expected that the participants will continue their learning up to the last day of their duties and contribute in maintaining world peace.

ROUTINE: Working days in the IPSOTSL are from Monday to Saturday. Sunday is generally considered a holiday and for POSOC course Saturday too is considered a holiday to give officers enough time for preparation for individual and group presentations. The daily routine is as follows:
