Under the guidance of the General Officer commanding 21 Infantry Division, Major General TNK Perera, a comprehensive awareness programme on legal responsibilities and powers vested in Army personnel during a State of Emergency was held on 12 December 2025 in lecture hall at 21 Infantry Division.
The session focused on the declaration of a State of Emergency by His Excellency the President under Section 2 of the Public Security Ordinance, as well as the enactment of Emergency Regulations under Section 5 of the same Ordinance. The lecture highlighted the specific powers granted to members of the Sri Lanka Army during such situations and the corresponding legal and ethical obligations.
The programme was conducted by Major RMKL Ranasinghe SLAGSC, Legal Officer of the Security Forces Headquarters (Wanni). A total of 20 x 252 troops participated in the session.
The initiative aimed to enhance the legal literacy and professional competence of Army personnel in carrying out their duties responsibly during emergency situations.
