AGRICULTURE, FISHERIES AND LIVELIHOOD

FARMING & FISHERY PROJECTS BY 17 GAJABA REGIMENT

 

1.KILINOCHCHI is one of the districts in the Northern Province which was heavily impacted by the conflict. After the resettlement programme, the civil life is being settling down. Being one of the largest districts with dominant farming and fisheries industry, KILINOCHCHI has a considerable impact on the country’s economy. At the same time KILINOCHCHI had been in the clutches of LTTE for a longer period than the others where its local farming and fishery industry was affected. Majority of the population went through hardships and lost their control over the harvest on both fields of Agriculture and fisheries.

2.With the liberation of North and East, it was evident that, to ensure normalcy in the area, these two areas of economic stability has to be re-established. Hence the effort has been taken under the guidance of the Commander Security Force Head Quarters to assist the local population in this regard.

3.Keeping the intention of helping the needy local population in view the program which will unfold in coming pages would reveal the effort and the degree at which the burden was taken by the Security Force to support the local population.

 

STATICS OF KILINOCHCHI DISTRICT

4.Land Mass.(KILINOCHCHI District + THUNUKKAI DS Division, MULAITHIVU)

a.KILINOCHCHI being primarily an Agricultural District is largely depending on the Irrigation network for its growth and development. Main statistics are as under:

(1)    Total Land area is about - 2000.00Sq.km

(2)    Population  -136,190

(3)    Climate - Dry Zone

(4)    Rainfall from - North-East (Dec.to Feb)

(5)    Mean annual rainfall - 1,130mm

(6)    Extent under paddy cultivation- 31,200ha

(7)    Extent under high land cultivation - 12,500ha

8.INITIATED PROJECT

a.       Expansion of Coconut Cultivation    To expand the coconut cultivation, 400,000 Coconut Saplings will be distributed among the KILINOCHCHI people.

9.     Home garden concept.

a.                   What is Home Garden?    Fruits, Vegetable and livestock production in the surrounding area of the house for the primary purpose of self sufficient in the day to day consumption.

b.     Beneficiaries.As a population of SF HQ (KLN)–AOR on this project all civilian will have benefit from this project.

d.    Work Shop for Home Garden Concept.    Regarding this matter on 20.12.2012 held one day awareness programme (One member of each Bde/ Bn ) at CIC farm Vellankulam with coordination of General Manager – Northern Province. And also this work shop mainly focuses on training and guide to civilian to Self Employment on Home Garden Concept. For that we have introduced trainers by covering whole SF HQ – AOR in Kilinochchi and they coordinate the this concept in their respective AOR.

e.Mushrooms/apiculture project - (trainers training programme).

10.Poultry/Goat/Mushroom and Apiculture Project.

a.    Regarding this matter we have already discussed with Deputy Director of Livestock and Fisheries–Ministry of Economic Development Dr Sagarika Sumanarathna.

b.    And she asked letter with the consent from the GA Kilinochchi to facilitate below mentioned Poultry/Goat amount to the resettled inhabitants in Kilinochchi District.

(1)Under first stage, to provide 10,000 backyard poultry (age of one month) for 1000 family (Each family to get 10 numbers)

(2)200 x Goats (To selected one family from each GN Division)

(3)1,000 x Bees Boxes (To selected family from each GN Division)

 

11.Expansion of Gherkin Crops.

We are going to introduce Gherkin Crops as new crops for Security Force Headquarters AOR. By doing this project we can Increase Employment opportunities in Agricultural related activities and help to every farmer to carryon and improves their income.It has planned to launch on March but due to the unavoidable weather circumstances it is not yet started.

aProject Details.Coordinator: Mr. Athula Jayawardana and Mr Mahendra Raj Project will provide the follow mention needs for farmer.

FISHERY SECTOR

INITIATED PROJECT

12.Fishing activities - Eastern side of Iranamadu Tank.

To develop the inland fishery sector in Iranamadu Tank we introduced new fishing marshaling point by given self employment opportunity to start fishing activity to Waddakachchi, Ramanathapuram fishing villagers.

a.Opening programme held on 06.12.2012.

b.Benefited Group: KN229/Ramanathapuram – Alagapuri Fisherman.

 

13.Trainers training programme of Ornamental fish industry.

a.3 day training programme for ornamental fish industry was commenced on

22nd March 2013 at ornamental fish breeding and training center–Rambadagalla,

cooridinate with National Aquaculture Development Authority.

b. Duration.:22nd March 2013 To 24th March 2013.

c.Participated str.01 x 40 (Representing Each Bn In SFHQ (Kili)–AOR)

14.Course Details:

a.Course Objective    This course mainly focuses on trade and self reliance of the people.

b.Trg Center    Ornamental Fish Breeding and Training Center - Rambadagalla.

c.Duration      3 Days (Residential Training)

d.Facility    Food & Accommodation

e.Syllabus      Propagation and Cultivation, Ornamental Fish Breeding,Disease Diagnosis and Fish Health Management, Ornamental Fish Feed and Nutrition, Ornamental Fish Farming

f.Marketing System.Deputy Director verbally informed to us that fund will allocate in first week on May 2013.

 

15.Awareness programme for Mud Pond project.

16.Work shop for Ornamental Fish industry.

a.Regarding ornamental fish industry held awreness programme on 18th feb 2013 at public relations development cente – kilinochchi cooridinate with national aquaculture development authority kilinochchi.

b. Participation.

(1)Civilians –    35 (Kandawalai, Karachchi, Poonakery, Thunukkai DS Division)

(2) Military – OO X 86 (Representing Each Bn In Sf Hq (Kili) – AOR)

(3) Total–    121

 

17. Project monitoring plan.This project will monitor by Battalion and battalion should nominate the officers for this matter those who participate for the awareness programme, work shop and training programme. Further confirmation farmers’ problems should submit to the committee.

 

CONCLUSION

18.The ability to reach the community will help in identifying any unease among them. In order to develop a plan initial information would be critical. Hence reaching out to the community is a must and handling them and changing the preconceived ideas about the army might be of convenience. Hence,reach the community via the most favoured trade is the most accepted way.
